The matter relates to the abduction of a woman, a deaf and mute, aged about 30-year-old near Maniktala Main Road, Kolkata. The matter was reported in the Telegraph on 06.05.2014. Taking cognizance of the report, the Commission sought for a report from the Dy. Commissioner of Police, North Division, Kolkata within 15th of June, 2014.


Pursuant to the direction, the Commissioner  has sent a report vide memo. no. 13311/RPI dated  24.06.14. It was a fact that on 14.05.14 at about 20.10 hrs. some officers and public of Burtala P.S. observed that at the crossing of J M Avenue and Beadon Street one female person sitting at the rear seat of a vehicle bearing registration no. WB-25-D-6391 was seeking help by gesture. Two male members were present also. Presumed suspicion the police personnel intercepted the vehicle. The woman was examined by one lady Sub-Inspector. It is learnt that the concerned woman is deaf and Dumb and could not explain the details. However, it is a fact that she was in distress. The male members accompanying that lady also could not throw any light upon the identity of the lady. However, the statement of the two male members could not be taken for granted. Later her identity was ascertained with the help of the interpreter. The statement of the concerned lady was recorded and it was learnt that the woman was abducted by the persons accompanying her and she was assaulted, molested and was attempted rape on her. After recording her statement, the woman was sent to Medical College & Hospital for examination. After medico legal evidences Burotolla P.S. Case no. 181 dated 05.05.14 u/s 366/323/354A/376/511/34 IPC was started against Bapi Das and Uttam Bakuli and they were sent to  judicial custody. Later on the statement of the victim woman was also recorded by Ld. Metropolitan Magistrate u/s 164 Cr.P.C. with the help of interpreter.


As the matter ended in charge-sheet the Commission does not feel it required to go for further action. The matter is dropped. The Commission appreciated the prompt action taken by police officers concerned in connection with the case and directs the Police Commissioner to publish the Commission’s appreciation in Kolkata Police Gazette published from time to time.
